The name "ARQoS" is a pun on "Argus", a figure in Greek mythology. Argus was a monster with a hundred eyes who always slept with some of his eyes open, and thus was ever vigilant. (Eventually he was done in by Hermes, and his eyes transplanted to the peacock's tail, but that's another story...)
This name is so apt, in fact, that several previous research projects on security have adopted it! We modified it to signify "ever watchful of QoS".
